The fundamental assumption and point of differentiation of the research design for this Report is that employers and individuals make apprenticeship decisions based on conditions and institutions in local and regional labour markets. For that reason, the labour market information and profiles (LMI) in the CME model is uniquely appropriate to planning the EWAT programme. National data sets from the Labour Market Survey for making occupational projections at the national level have little relevance.
