Steel piles were being driven into the ground and welded in place. They act as foundational support for the concrete columns above.

CSA S6 Clause A10.1.5.5: “Fabricators and erectors responsible for welding structures fabricated or erected under this Code (including steel piles, railings and guards, or other welded attachments) shall meet the requirements of CSA W47.1 (Division 1 or Division 2).”
